What happens when a source changes?

Hael can mark the release as requiring review. Once the organisation approves an update, it publishes a new immutable release under the same stable buyer link.

When supporting evidence changes, expires or no longer supports an approved claim, Hael marks the release for review. This status records source currency. It does not certify the factual truth of the underlying claim.
